2.  Iddah ( waiting period ) for girls who have not mentstrated makes it clear that it was ok to have had sex / married them.

Iddah (waiting period) is a mandatory period of reflection and separation in Islamic law that a woman must observe following the death of her spouse or divorce. It lasts for 4 months and 10 days for widows or 3 menstrual cycles for divorcees. This period allows for emotional healing, confirms paternity, and permits potential reconciliation.

The Quran 65:4-5

You are reading a Tafsir for the group of verses 65:4 to 65:5

65:4 The `Iddah ( waiting period after sex in case of a mix up of parentage, etc. ) of Those in Menopause and Those Who do not have Menses
Allah the Exalted clarifies the waiting period of the woman in menopause. And that is the one whose menstruation has stopped due to her older age. Her `Iddah is three months instead of the three monthly cycles for those who menstruate, which is based upon the Ayah in (Surat) Al-Baqarah. see 2:228

65:5 The same for the young, who have not reached the years of menstruation. Their `Iddah is three months like those in menopause.( ** They are prescribed an Iddah because they must have had sex w/ the underage girl who has not menstrated yet, but decide to divorce them and the child needs to wait to be married / had sex with again… )

The Quran 65:4-5

Al-Ahzab : verses 33:49

33:49 O believers! If you marry believing women and then divorce them before you touch them,1 they will have no waiting period for you to count,2 so give them a ˹suitable˺ compensation, and let them go graciously.

Footnote – 1

Before the marriage is consummated.
